Why is the actual storage capacity on U3 is less than advertised on the package?

Answer

The less than advertised capacity is normal and is due to storage capacity’s conversion discrepancy, base 10 decimal vs computer’s binary. When formatting the storage device on a binary (computer) system, 1GB = 1024*1024*1024 = 1,073,741,824, hence 4,000,000,000 (4GB) / 1,073,741,824 ≒ 3.72GB.
